Basis of Pooling

Pooling of land will be done on the basis of sectors as delineated in the Zonal Development Plans.

Minimum Area Requirement

Minimum 70% contiguous land of the developable area within the sector, free of encumbrances, is required to be pooled to make the sector eligible for development.

Land Holding Break-Up

Of the pooled land, Land owner/Consortium will retain 60% and hold remaining 40% to be surrendered as and when required to DDA/ Service agencies respectively.

Development by Consortium

60% land shall be utilized by the Consortium/Land owner for development of residential, commercial, public and semi-public facilities as per the Policy.

Implementation Plan

Consortium will mutually decide a formula among land owners for redistribution of developed land/build space as part of “Implementation Plan” & convey the same to DDA.

External Development Charges

External Development Charges (EDC) shall be applicable on the entire area of pooled land to cover the actual cost of providing city-level infrastructure.

Separate Developer Entity

Landowners/group of landowners with min 2 ha pooled land can choose to work as separate Developer Entities (DEs).

Q: What is the Land Pooling Policy?

The Land Pooling Policy allows private landowners to voluntarily contribute their land for integrated development. Instead of traditional acquisition with cash compensation, landowners form a consortium to pool parcels, build infrastructure, and receive a share of the developed land or built-up space under the Delhi Master Plan 2021

Q: Why was this policy introduced?

The conventional acquisition process faced delays, low compensation, and resistance. Land pooling aims to expedite planned urban expansion, reduce litigation, attract private participation, and ensure coordinated infrastructure development

Q: Who can participate and with how much land?

Any landowner within the notified zones can join; there’s no minimum land size necessary, though owners pooling less than 2 ha (and not part of a Developer Entity) will get built-up units instead of land parcels

Q: How much land do participants get back?

For parcels between 2–20 ha, landowners receive around 48% of the pooled land back as developed plots. Larger parcels (over 20 ha) may receive up to 60% as per central norms
